Can someone breed certain plants to make a blue rose?

I was planting some flowers when I thought it would be cool to plant flowers no one else had. Plz tell me.

hmm not sure but I do know that if you take a white rose, leave it in blue water (which is made blue by putting blue food coloring in it) that the flower will pull the color up into its petals and be that color. But as far as making new flowers, botanists do it all the time so I’d encourage you to give it a try
